Jonathan: Why We Did Not Appeal Bakassi Verdict

President Goodluck Jonathan has defended his administration’s decision not to bow to the clamour by a section of the Nigerian public to appeal the 2002 International Court of Justice (ICJ) judgment that ceded the oil-rich Bakassi Peninsula to Cameroun.

If you have these symptoms, do HIV test

The war against HIV/AIDS is far from being over. This is because, globally, more than 34 million people now live with HIV/AIDS, while 3.3 million of them are under the age of 15.
According to amfAR, The Foundation for AIDS Research, which is dedicated to ending the global AIDS epidemic through innovative research, in 2011 alone, an estimated 2.5 million people were newly infected with HIV; and out of these, 330,000 were under the age of 15.
Sad to say, everyday, nearly 7,000 people contract HIV — nearly 300 every hour.
And, despite the giant strides made in the fight against this disease, in 2011, 1.7 million people died from AIDS, and 230,000 of them were under the age of 15.
And if you must know, more than two-thirds (69 per cent) of all people living with HIV (23.5 million), live in sub-Saharan Africa, of which Nigeria is a part. Ninety-one percent of the world’s HIV-positive children are also found in the sub-Sahara. And in 2011, an estimated 1.8 million people in the region became newly infected.
An estimated 1.2 million adults and children died of AIDS, accounting for 71 per cent of the world’s AIDS deaths in 2011.
Experts say since the beginning of the epidemic in the early 1980s, more than 60 million people, globally, have contracted HIV; and nearly 30 million have died of HIV-related causes.
If these statistics convey any message at all, it is this: HIV knows no border and anybody can be infected with it. Worse still is the huge number of young people who were indicated as victims of this disease. Indeed, experts fear that apart from young people who may have been born HIV-positive as a result of Mother-To-Child-Transmission, many young people contract the infectious disease through unprotected sex with someone already infected.
But then, medical experts tell us that though there’s no cure for HIV/AIDS yet, when detected early, HIV can be managed and prevented from progressing to AIDS. The Director-General of the National Agency for the Control of AIDS, Prof. John Idoko, advises every sexually active person to regularly undergo HIV screening, so that they will know their HIV status.
Epidemiologist and Deputy Director, HIV/AIDS Division, Federal Ministry of Health, Mr. Segilola Araoye, recommends being tested at least once a year if you do things that can transmit HIV infection, such as injecting drugs or steroids with used injection equipment; having sex for money or drugs; having sex with an HIV infected person; having more than one sex partner since your HIV test; and having a sex partner who has had other sex partners since your last HIV test.
Experts say you are more likely to be infected with HIV if you have ever shared injection drug needles and syringes; have ever had sex without a condom with someone who had HIV; have ever had a sexually transmitted disease like Chlamydia or gonorrhoea; received a blood transfusion or a blood clotting factor between 1978 and 1985; and if you have ever had sex with someone who has done any of those things.
And if you happen to be one of those people who still dither about having HIV screening, here are the symptoms to look out for as you wonder whether or not you are HIV-positive.
The first one is fever. Family doctor, Eugene Osazie, says within a month or two of HIV entering the body, 40-90 per cent of people experience flu-like symptoms known as “acute retroviral syndrome.” She also notes that sometimes, HIV may not manifest for years. “As such, many people may even be HIV-positive without being aware,” she says.
She notes that such fever may be accompanied by certain symptoms such as fatigue, swollen lymph glands, and a sore throat, which may last for a few weeks. “By this time, the virus is moving into the blood stream and starting to replicate in large numbers,” Osazie warns.
She also warns that when HIV enters the bloodstream, it begins to attack certain white blood cells known as CD4 cells — the specialised cells that are a part of our immune system. “The immune system then produces antibodies to fight off infection. When you take an HIV test, doctors are actually looking for the presence of these antibodies, which confirm that HIV infection has occurred,” Osazie counsels.
Again, you should be worried if you now feel fatigued by simple activities that you were used to, such as walking; or if you feel pain in the joints and muscles, among others.
“One of the things that should ginger you up is when you start having swellings in the armpits, groin and neck, as these are some of the parts of the body where you have the lymph nodes.
“The lymph nodes are a sort of garrisons, as they act as filters for foreign particles and are important in the proper functioning of the immune system. When they are inflamed or swollen, therefore, it is an indication that something has gone wrong in the body, and only a competent medical screening can tell us what is cooking,” Dr. David Anyaegbuna of DuCross Clinics, Festac Town, Lagos, says.
Sore throat and headaches are also things to worry about if you have been engaging in risky behaviours as outlined above, experts warn. Ditto unexplained rash or boils, Anyaegbuna says.
Physicians also say nausea, vomiting and constant stooling (diarrhoea), as well as weight loss should be a wake-up call for HIV screening, as these may be signs that the immune system is being depleted systematically.
Doctors also advise that if you have prolonged dry cough that has become resistant to regular antibiotics; or if you always have night sweats even when the weather is cool; or if you develop mouth ulcers or genital herpes, go for HIV screening.
The online portal, health.com, also warns that if the colour of the nail changes, or if it thickens, splits or becomes discoloured with black or brown lines, HIV may be responsible.

£3,000 visa bond: FG summons British High Commissioner

A diplomatic row  seems to be  brewing between Nigeria and the United Kingdom following a  proposed policy by the  British Government  requiring  Nigerian travellers to the UK to deposit £3,000 as bond in case they overstay  their visa limits.
On Monday,  the Federal Government  summoned the British High Commissioner to Nigeria, Dr. Andrew Pocock, over the development  while the House of Representatives which flayed  the policy, argued that it could have negative impact on the relationship between  the two countries.
Nigeria, Bangladesh, Sri Lanka, Ghana, Pakistan and India are  listed by the UK  as  countries whose citizens are to deposit the £3,000 under  the  proposed  policy that will take off in November.
A Home Office official said the six countries highlighted were those with “the most significant risk of abuse.”
About 2.2million people are granted visas to enter Britain every year.
Last year, 296,000 people from India were granted six-month visas, as were 101,000 from Nigeria; 53,000 from Pakistan; and 14,000 apiece from Bangladesh and Sri Lanka.
According to media reports, the Home Secretary Theresa May,  said the administration of British Prime Minister, David Cameron,  is serious about cutting immigration and abuses of the system.
The Sunday Times of  London had reported that  every visitor  aged 18 and above granted a  six-month visa would  forfeit the £3,000 if they overstayed in Britain after the expiration of their  visa .
Initially, the scheme will target hundreds of visitors, but the plan is to extend it to several thousands, according to the broadsheet’s front-page report.
 It was gathered that Pocock would  meet with the Minister of Foreign Affairs, Ambassador Olugbenga Ashiru,  on Tuesday (today) to explain  the policy.
A source close to the ministry, who confirmed the meeting,  said the government was seriously concerned about the implication of the policy on the economy and image of the country.
“Pocock is to explain to government if the plan is true and why Nigeria is a target. Government is worried about the highly discriminatory policy which tends to portray the country in a bad light,” he explained.
Another source told one of our correspondents that the Nigerian High Commissioner to the UK, Dr. Dalhatu Tafida,  was  also billed to brief Ashiru    on the development.
But Ashiru,  at the 2013 Ministerial Platform on the mid-term activities and achievements of the ministry in Abuja on Monday, said  he had not been contacted officially by the UK authorities  on the development.
He said, “We have not received any official communication from the UK government. When we receive communication, we will study the proposal. I can assure all Nigerians that President Goodluck Jonathan’s government will defend the interest of Nigerians by whatever means it can. When we get the proposal,  we will study it to see how it will  affect  ordinary Nigerians.”
In the   House of Representatives,  Chairman,  Committee on Foreign Affairs, Ms. Nnena Elendu-Ukeje, stated that the policy was a U-turn on a promise by the British Prime Minister, David Cameron, to improve trade relations between the two countries  next year.
She said,  “This policy will not foster true  relationship between Nigeria and the UK. It does not promote the spirit of the Commonwealth either.
“The same British Government that promised improved trade relations with Nigeria is introducing such a discriminatory policy.
“It is a somersault, to say the least.”
However, Elendu-Ukeje observed that the policy appeared to be “a political issue.”
She explained, “The Conservative Party wants to prove that they are serious about immigration matters. They are doing this to win voters ahead of the next elections.”
But, she called on the Federal Government to take urgent steps to register its protest before the take-off date of the policy.
“We have to take proactive measures to oppose this policy and by way of reciprocity because next time they will increase this bond of a thing”, she said.
The lawmaker recalled that in 2008, the British Government introduced £1,000 “fine” on travellers.
“They tried it first in 2008; today, four years down the line, they are saying that it will be £3,000. What will be the next figure if we don’t take proactive measures now?” Elendu-Ukeje  asked.
An expert in constitutional law, Prof. Itse Sagay, also  described the  policy as “  hostile and therefore contrary to international diplomacy.”
 He said, “It is evidence of contempt and a clear case of saying ‘we don’t want people from their country and  so let us make it impossible for them to come.
 “How many people can pay N750,000 as deposit which the British Government will keep and probably trade with while the owner cannot touch it. I think we need to respond appropriately by also raising impossible barrier to British people coming into Nigeria  so  that at  the end,  we will see who will lose more.
“I think they are making the mistake of believing we need them more than they need us.  In fact,  it is they who are making more out of Nigeria.
“They have a wrong idea of their importance to us. We are more important to them than they are to us.”
Meanwhile,  Ashiru said at the   Ministerial Platform  that Nigeria’s   foreign policy in the 70s  could not  be compared with the present.
He said, “The problem today is unemployment. We have to use diplomacy to support job creation in Nigeria so that we can develop our private sector to make it  employ more people.
“Our youths from universities cannot get jobs. So foreign diplomacy must be used to create jobs and that is what we have been doing.”
Justifying the budgets for generators and fuel used by  Nigerian High Commissions in countries with constant power supply, Ashiru said the criticism “is the ignorance of the highest order.”
“It is to power the boiler which in most countries in Europe either uses fuel or gas. It is to heat and power the foreign mission houses in winter and also to get hot water.”
According to him, the biggest challenge facing the ministry is the plight of Nigerians living abroad.
“All ambassadors now know that their priority is to attend to the needs of Nigerians in their countries of accreditation. No Ambassador today is allowed to close his doors on Nigerians,” the minister said.
Ashiru warned Nigerians living abroad against drug trafficking, adding that it was tantamount to committing suicide.
 “I must   warn those who willfully commit crime and thereby commit suicide. Drug trafficking in some countries attracts death penalty. All the airports today have sophisticated equipment; there is no where you hide the drug in your body that you will not be caught.”
Ashiru also ruled out closing any foreign mission house because, “when you close a mission, you lose a friend. Nigeria cannot afford to lose a friend at this time”.
He promised that no Nigeria would be treated unjustly in foreign lands.

Customs Officers Shoot Pregnant Passenger, Abscond

B’Haram kills nine students, 13 fishermen in Borno

SHOCKING: Nigeria holds world record in number of children out of school

The United Nations Educational, Scientific and Cultural Organisation has released a shocking report indicating that one out of every five Nigerian children is out of school.
In what is clearly a national disgrace for a country that is the world’s eight largest oil producer, the UNESCO Education for All Global Monitoring Report (EAGMR) says Nigeria holds the world record of having the highest number of its young people out of school.
With approximately 10.5 million kids out of school, Nigeria dominates twelve other countries with which it accounts for 47 percent of the global out-of-school population.
The other countries are Pakistan (5.1 million); Ethiopia (2.4million); India (2.3million); Philippines (1.5million); Cote D’Ivoire (1.2million); Burkina Faso (1million); Niger (1million); Kenya (1million); Yemen (0.9million); Mali (0.8million) and South Africa (0.7million).
And of all these countries, UNESCO says Nigeria is among the four that has experienced the highest increase since 1999.

Pouring Garri On Policeman

There was a mild drama at Sabo Magistrate’s Court when a 30-year-old man, Ayo Ogori, was arraigned for allegedly assaulting a police officer, Isadare Abiodun, by pouring garri ( Cassava flakes) on him.
Ogori, who was arraigned on two counts of assault, was said to have committed the offence at Ebute Ilaje, Bariga area of Lagos.
However, the magistrate, Mrs. Folarin Williams, interrupted the proceeding, saying there were some inconsistencies in the charge sheet drafted by the prosecutor, Mrs. Nike Abudu.


The charge sheet read in part, “That you, Ayo Ogori, on the same date, time and place in the aforementioned magisterial district did unlawfully assault one Isadare Abiodun by pouring a substance suspected to be garri on his police uniform.”
The offence was said to have breached section 166 of the criminal law of Lagos State Nigeria, 2011.
The magistrate observed that the charge sheet stated that the offence was committed on July 15, 2013 which could not have been true.

MASSOB: 6 feared killed, Police vehicle burnt in Onitsha

No fewer than six persons were
alleged to have been shot dead by
security agencies in the commercial city
of Onitsha, Anambra State, Saturday,
during the MASSOB Sit-at-Home order
which was believed to have recorded a
partial success.
MASSOB claimed three of the six men
killed were its members named Sunday
Idom, Emeka Ibe and Okechukwu Okoro.
They were allegedly shot dead by
soldiers at Bida Road Onitsha, where

The firm wants Service to release
suspected gunrunners or risk legal action.
The Lagos-based law firm of Bamidele Aturu
& Co has written the State Security
Service, SSS, requesting access to
Mustapha Fawaz, a proprietor of Amigo
Supermarket and Wonderland Amusement Park,
Abuja and two other Lebanese currently
being detained in connection with alleged
gun running and terrorist activities.
In the letter dated June 3, and addressed
to the Director General of SSS, Ekpeyong
Ita, the firm also demanded that they
should be charged to court if they have
committed any offence since the Nigerian
constitution forbids preventive detention
without trial beyond 24 hours.
It warned that if its demands are not
granted on or before Wednesday it would be
forced to take legal action against the
Service.

US places $23m reward for BokoHaram leader, Shekau, 4 others

The US today Monday June 3rd posted up to
$23 million in rewards to help track down
five leaders of militant groups accused of
spreading terror in west Africa.
The highest reward of $7 million is
offered for the Boko Haram leader Abubakar
Shekau, who last week called on Islamists
in Afghanistan, Pakistan and Iraq to join
the bloody fight to create an Islamic
state in Nigeria.
The US State Department’s Rewards for
Justice program also targeted Al-Qaeda in
the Islamic Maghreb (AQIM), offering its
first ever bounties for wanted militants
in west Africa.
Up to $5 million was posted for Al-Qaeda
veteran Mokhtar Belmokhtar, the one-eyed
Islamist behind the devastating attack on
an Algerian gas plant in January in which
37 foreigners, including three Americans,
were killed.
A further $5 million was offered for top
AQIM leader Yahya Abou Al-Hammam,
reportedly involved in the 2010 murder of
an elderly French hostage in Niger.
 Malik Abou Abdelkarim, a senior fighter
with AQIM, and Oumar Ould Hamaha, the
spokesman for Mali’s Movement for Oneness
and Jihad in West Africa (MUJAO), were
also targeted by the rewards program,
which will give up to $3 million each for
information leading to their arrests.

Customs intercept smuggled poultry worth N48.7m

The Nigeria Customs Service (NCS) has intercepted 25 cars and two articulated vehicles smuggling 11,623 cartons of poultry products.

Muhammed Inuwa, the Comptroller of the Federal Operations Unit (FOU), Zone A, estimated the Duty Paid Value (DPV) on the seized products to be about N48.7 million.

“This, we consider as the mother of all the seizures in the years since the customs has been involved in fighting smuggling,” he said. “One of our officers, Principal Inspector of Customs, Adamu Tabuwa, was seriously injured during the interception, but he is responding to treatment now.”

The federal government banned the importation of poultry products more than 10 years ago, but smugglers continue to move the commodity into the country through its porous borders.

Inuwa said the NCS was determined to collaborate with the other security agencies to stop the crime.

NDLEA to search private jets for drugs

National Drug Law Enforcement Agency and
the Nigeria Immigration Service have
intensified efforts to check movement of
aliens and drugs aboard private aircraft,
SUNDAY PUNCH, has learnt.
The agencies said the move became
necessary due to the spate of insecurity
in the country.
The Federal Government had on May 12,
2013, said illegal consignments, cash in
local and foreign currencies, and
fugitives were being smuggled "on daily
basis" in and out of the country aboard
private jets.

journalists that an order for the
declaration of passenger manifest - a
document containing details of all
persons aboard the plane – was necessary
to check the abuse of the use of private
and chartered jets.
Speaking to our correspondent on the
telephone on Friday, the Head, Public
Affairs, NDLEA, Mitchell Ofoyeju, said
although drugs had not been found on
private jets, it was however common on
commercial carriers.
"On chartered planes with passengers, we
do make arrests from time to time. There
is no point fighting the drug war, if we
don't do it, because all the drug barons
will start to buy private jets to have
their criminality unhindered. Our focus
is on both private and public flights. We
search everybody.
"The NDLEA Act is so wide that we can
search any aircraft, pilot, crew members
and diplomats; we have the powers. When
Olusegun Obasanjo was President, he set
the precedent; when he was travelling, he
would say 'search me and everybody on my
entourage.' We already have that
precedent, which is good for the
country."
In a separate interview, the Deputy
Comptroller, Public Affairs, NIS,
Ekpedeme King, said stipulated procedures
had been followed on both commercial and
private aircraft vessels.
"There are certain agencies that work
together at the ports (air and sea); we
complement each other. While you check
the baggage, others check the passengers,
and another checks the food items you're
moving with," King said.

We're not involved in Hezbollah armoury saga - Lebanese community

The Lebanese community in Kano has exonerated itself from the large consignment of arms  uncovered by the Nigerian security agents in the troubled northern Nigerian commercial city that was linked to international terrorist organization, Hezbollah.

Addressing newsmen in Kano in its first official reaction since the Hezbollah cell in the city was busted by the security agents, Chairman of the community, Tahir Fadlallah said that the Lebanese Community ‘’unequivocally condemns crime in whatever form”.


Tahir Fadlallah,  who also doubled as the chairman of the Tahir Guest palace in Kano said that, “with almost 100 years of our stay in Kano, we have never been associated with any crime that threatened the peace of our host”.

Tahir Fadlallah said that, ‘’the community is ready and willing to cooperate with security and law enforcement agencies in their efforts to counter any act or activities associated or related to terrorists act”.

Fadlallah maintained that,” Lebanese community will not accept or associate with any criminal individual or group”.

The chairman further disclosed that the Lebanese community will give their full and unwavering confidence in the ability of the relevant authorities to carry out thorough investigations with a view to bring the culprits to justice.

Tahir also condemned in strong terms, the purported newspaper report that linked him and his organization to Hezbollah armoury, stressing that, “I am not involved and I’m prepared to initiate a legal action for redress. I have been receiving calls within and outside the country over the purported story but it’s not true at all as you all can see now.  I’m addressing you and will not leave the damage to go like this because I will sue them”.
